The UCSD Long Range Development Plan (LRDP) serves as the blueprint for the UCSD campus' physical development.  The LRDP is prepared in response to campus enrollment and population projections. and guides campus decision-makers in the location and construction of teaching and research facilities, as well as necessary support facilities such as housing and parking.

As a broad-based policy document, the LRDP consists first of a land-use plan which designates uses such as academic facilities, administrative functions or open space.  The land-use plan is supplemented by planning principles which provide, among others, for the designation of various "neighborhoods" on the campus; the heirarchy of vehicular and pedestrian connections; the establishment of an urban center-university center; and the linkage of natural open spaces with discrete landscaped areas throughout the campus.

Accompanying the LRDP is an Environmental Impact Report (EIR), which is prepared in accordance with the California Environmental Quality Act (CEQA).  The EIR evaluates existing conditions and the changes that may result as a consequence of the implementation of both the LRDP and any planned changes in the surrounding community.  The EIR also considers potential mitigation measures which might be adopted to avoid significant environmental impacts.

In 2004, the UCSD Long Range Development Plan was updated for several reasons:

  • The planning horizon (2005-2006) was approaching;
  • Campus growth and development has resulted in new "existing conditions";
  • Enrollment and population projections have changed to reflect demographic trends;
  • A new Environmental Impact Report would provide better information on expected impacts and mitigation measures;
  • An updated LRDP will serve as both a guide and reference document for the campus and the community through a new horizon year (2020).

The 2004 Long Range Development Plan has been prepared by the UCSD Physical Planning Office in consultation with the Academic Senate, campus administrators, and the UC Office of the President.  The draft plan was reviewed and approved by numerous campus communities and groups.  Final review and approval of the Draft LRDP was made by the Campus Community Planning Committee, the official campus committee, composed of students, faculty, staff and administrators, who advise the UCSD Chancellor on planning and land-use matters.

An Environmental Impact Report (EIR) accompanies the LRDP.  In September 2004, the UC Board of Regents approved the LRDP and certified the EIR.  Public comments on the Draft EIR and responses to comments, as well as the final LRDP and EIR as adopted by the Regents, are available on the LRDP web site.
